After the entire Alcatraz problems and fights, the government decides there is no way that the mutal case can be ingored any longer and that they have to act. All people that are known to be mutants are arrested and/or executed. Not only "normal" people are arrested: also the freedom of the X-Men is threatened and they have to hide.
Besides this, the government decides to use the Sentinels. These robots are more than eager to find mutans and destroy them...
