Elkwood secondary school has had a problem for a while now, drugs are getting into the school and are sold to teenagers. The recent death of a teenage boy, due to an overdosis, finally gave Fuller the permission he needed in order to investigate the school and let someone go in undercover.
Agent Thomas Hanson is assigned to the case; he has to impersonate an 18 year old senior who transferred from Bayside High.
Once arrived at Elkwood, Tom finds out that it is a lot tougher to get information from children who refuse to speak to the newbie of the school. Luckily for him, 17 year old Roxanne does not feel threatened by the new guy, she shows him around and lends a helping hand..... but what if that hand is stained with blood from the OD-ed kid?

Background: A normal girl with a pretty face but a dark secret. Her father told her to bring and deliver certain packages to school when she was 16. One day she discovered the white powder in these packages and confronted her father with it. Mr. Brandburg has repeatedly physically abused his daughter in order for her to keep shut and do as he told her. Roxy obeys, to avoid her fathers fists, and let her imagination get the better of her, pretending the packages contained other goods.
The death of a fellow student due to the package she handed to a dealer inside the school still doesn't make her realise that in a way she is responsible, she lives in her own pretty little world, where all is fine and legal.
